One of the things you should do in the fall is tilling. Tilling is the means by which to prepare the soil by ploughing, ripping and turning it. You can till twice a year if you want, once before the frost and again after the spring thaw. When you till your garden, make sure to add organic materiel like shredded leaves or peat moss.
